The National Disability Insurance Scheme (NDIS) is a new funding scheme to provide support and services for people living with a disability across Australia.

Across Queensland the NDIS is progressively rolling out and will continue to do so over a three year period.

It is estimated that 13000 new jobs will be created by 2020 under the new scheme!

The introduction of the NDIS sees a move from block funding to a model where individual people with disabilities will have choice and control to develop their support plans inline with their needs, and purchase these needs direct from providers.

This is a significant change for employers within the Disability Support Sector and ultimately the NDIS will bring great changes for workers too.

Our Union is working with government and employers to ensure the rights of workers are protected in the transition to NDIS.

Nationally, during the trial periods in other states, our union identified what we considered to be inadequacies with the NDIS pricing that would impact significantly on the quality of services to be delivered.

Our union has also been keeping abreast of the NDIS Quality and Safeguarding Framework (the Framework) which deals with a range of duty of care requirements for the delivery of service as well as consistent measure, within developmental, preventative and corrective domains, aimed not just at the employer but at the individual workers.

The Framework provides for :

  • a Complaint Handling system;
  • serious incident notification; and
  • investigation and enforcement.

OUR UNIONS SUBMISSIONS AND REPORTS

The concerns held by our union are supported in  Reasonable, necessary and valued: Pricing disability services for quality support and decent jobs report our union along with United Voice and The Health Services Union, commissioned.

We have also made a submission to the 2017 NDIS Price Controls Review.

Most recently the Australian Government, Department of Social Services released a discussion paper on a proposed NDIS Code of Conduct which arises from the Framework. Our union has made a submission regarding the proposed NDIS Code of Conduct.

The Framework will include a universal complaints and redress mechanism for NDIS participants. A breach of duty might lead to action against the employer and the individual worker.
